Socio-economic vulnerability among peripheral communities persists due to fragmented social welfare policies and disconnected vocational interventions. Conventional cash assistance functions primarily as a short-term consumptive palliative that induces dependency, whereas skill-development initiatives routinely neglect localized endowments and financial incubation. This study formulates an integrative empowerment model synergizing social protection mechanisms with community-anchored business incubation grounded in local wisdom. Employing a qualitative case study design, empirical evidence was garnered through in-depth interviews with 16 key informants, participant observation, and documentary analysis across marginalized rural-peripheral enclaves. The findings indicate that pairing basic social safety nets with community business incubation transforms passive welfare recipients into self-reliant micro-entrepreneurs. Local cultural capital manifested through mutual reciprocity and indigenous resource processing supplies vital bonding social capital and sustainable raw inputs. This triadic integration builds durable socio-economic resilience, breaks structural poverty cycles, and offers an actionable graduation policy paradigm for community development agencies.
